Thomas “Tom” A. Stout, Jr. is Director of Federal Tax Legislative and Regulatory Services at KPMG LLP in Washington, D.C. Mr. Stout joined KPMG in July 1999, after spending 19 years at the nationally known law firm of Vinson & Elkins. Mr. Stout has practiced federal tax law, with concentration on international and corporate matters. He counsels clients from a number of industries, including financial services, manufacturing, telecommunications, and transportation, and he represents these clients with respect to legislative and regulatory matters before the Internal Revenue Service and the Treasury Department, as well as before the United States Congress. Mr. Stout is Past Chairman of the AICPA Committee on Tax Policy and Legislation and a member of the American Bar Association Committee on Government Relations. He is also a member of the National Foreign Trade Counsel Committees on Legislation and Tax Treaties, the National Association for Business Economics, the National Economists Club, and the International Fiscal Association. Mr. Stout is a graduate of The Johns Hopkins University (B.A. Economics 1972), the University of Maryland School of Law (J.D. 1975), and Georgetown University School of Law (M.L.T. 1988).
