Robin Carnahan

Chief Executive and Independent Director

Robin Carnahan is an accomplished chief executive and independent director experienced at leading complex organizations through rapid market, technological, and regulatory change. She brings a deep understanding of strategy and governance, risk management, and large-scale transformation, with particular expertise across energy, technology, cybersecurity, AI governance, infrastructure, clean technology, government, and finance.

From 2021 to 2025, Robin was the Presidentially-appointed and leader of the U.S. General Services Administration, the federal government’s operations and procurement arm, where she oversaw a $35 billion budget and a workforce of 12,000. In that role, she managed one of the world’s largest buyers of goods and services (including the largest buyer of power in most regions), the nation’s largest owner and manager of commercial real estate, and the agency responsible for government-wide technology modernization.

As GSA’s chief executive, Robin sharpened the agency’s strategic direction, strengthened organizational oversight, and positioned it as a leader in infrastructure innovation. She oversaw over $2 billion of investments in 
high-efficiency buildings, advanced building technology systems, distributed power generation and storage, carbon-free electricity, sustainable building materials, and electric vehicles. She is also nationally recognized for leading major technology initiatives that improved cybersecurity governance, improved customer-facing digital services, and integrated emerging AI technologies into business operations.

Earlier in her career, Robin served as Missouri’s elected Secretary of State, where she was the state’s chief elections official and securities regulator. During the 2008 financial crisis, she recovered more than $10 billion for investors and testified before Congress on strengthening financial oversight. Previously, she was a Senior Advisor at the global strategy firm Albright Stonebridge Group, an executive at the U.S. Export-Import Bank, and a Fellow at the Aspen Institute, Georgetown University, and the University of Chicago. 
Robin’s board and nonprofit experience includes service on the boards of ULLICO, Inc., (a financial services and infrastructure investment fund AUM $12 billion) where she served on the Nominating/Governance and 
Litigation/Regulatory Oversight Committees, and the National Democratic Institute for International Affairs, where she co-chaired the Technology Committee and served on the Compensation and Eurasia Committees. She was also a founding director of LaunchCode and currently serves as a director of the Truman Library Institute.

Outside of work she’s an instrument-rated pilot, avid runner, outdoor enthusiast, amateur mycologist and manages the family cattle farm.
