ThaoMee Xiong
Executive & Network Director, Coalition of Asian American Leaders (CAAL)
ThaoMee Xiong is a Hmong American attorney, nonprofit executive, and policy strategist based in Minnesota. As Executive & Network Director of the Coalition of Asian American Leaders (CAAL), she leads statewide strategies that bring together data, policy, and community voice to advance racial and gender equity in Minnesota.
Raised in a Hmong refugee family in rural Wisconsin, ThaoMee was the first girl in her extended family to attend college on the East Coast. That bold decision laid the foundation for a career rooted in justice, systems change, and deep community accountability. She has served in influential roles across sectors—from directing intergovernmental affairs for the City of Saint Paul under Mayor Melvin Carter to teaching immigration law and securing millions in public funding for underserved communities.
In 2024, she authored the Invest in Asian American Women Entrepreneurs and Small Buinesses bill, securing $200,000 in state funding—the first bill of its kind in Minnesota. In 2025, she co-created the CAAL Ignite Fund, a multi-million-dollar philanthropic initiative designed to move power and resources directly into community hands. The program directly supported 20 organizations advancing mental health, disability justice, and women’s economic power in its first year.
ThaoMee’s leadership is strategic, culturally fluent, and results-driven. She currently serves on several civic boards, including Women Winning, the Federal Reserve Bank of Minneapolis Community Advisory Board, the Governor’s Community Council on Inclusion and Equity, and Children’s Hospital Minnesota’s Community Advisory Council.
She holds a J.D. from the University of Pennsylvania Law School, an MPA from Columbia University, and a B.A. from Mount Holyoke College. ThaoMee’s voice is increasingly recognized across Minnesota as a trusted leader, bridge builder, and innovator working to ensure communities of color not only have a seat at the table—but real power in the decisions that shape their lives.
