Bill Owens
Former Colorado Governor, Director GreenburgTraurig
Bill Owens served as the 40th Governor of Colorado from 1999 to 2007 and is a member of the GreenburgTraurig’s Government Law & Policy Practice Group, focusing on public policy, energy, infrastructure, and water. Prior to his governorship, he served as Colorado State Treasurer, managing a $5 billion investment portfolio, and held roles in both the State Senate and State House.
As governor, Owens chaired both the Western Governors Association and the Republican Governors Association and was a frequent voice in national policy discussions. He began his career at Touche Ross & Co. (now Deloitte) and later led major energy trade associations representing companies across the Rocky Mountain region.
Following public service, Owens held senior leadership and advisory roles in global banking and construction, including serving as non-executive Vice Chairman of the Royal Bank of Scotland (Global Banking and Markets) and Senior Advisor to PCL Construction. He has also served on multiple corporate boards, including companies through IPO.
Owens holds a master’s degree in public affairs from the University of Texas and a Bachelor of Science from Stephen F. Austin State University
