

Elizabeth Murphy
Director
Elizabeth Murphy is a former top executive at PECO, a director of numerous corporate and nonprofit boards, and a recognized community leader with a unique blend of strategic experience and achievement.
Elizabeth’s executive roles focused on advancing the business goals of high-profile, highly regulated companies through periods of challenge and change. In her most recent role as Senior Vice President of Regulatory & External Affairs at PECO, an Exelon company, she led regulatory strategy and policy, government affairs, economic development, and community engagement as the company contended with massive energy investments and conversions, merger integration, and leadership transition. Working closely with the Board and other top executives, she played a central role in onboarding three CEOs and facilitating their effectiveness in interactions with government, business, community, and media stakeholders. She also chaired PECO’s Political Action Committee (PAC). Overall, she helped steer critical company programs and changes while managing significant organizational and reputational risk.
Prior to PECO, Elizabeth was Chief Operating Officer of the Delaware River Port Authority (DRPA) where she managed operations of the bridges, as well as the cruise terminal, passenger ferry, rail yard, and public safety. Before joining the DRPA, Murphy served as the director of Government and Regulatory Affairs with Roadway Services, one of the nation’s largest trucking companies. She began her career as the transportation director for the Speaker of the New York Assembly.
Elizabeth has served on the board of the Philadelphia Belt Line Railroad Company since 2019, and is the current Treasurer. She is also a Regional Advisory Board Member for Highmark, Inc., a health insurer within the Highmark Health System. Starting in the Fall of 2025, Elizabeth will be a lecturer for the Wharton Communications Program at the University of Pennsylvania. She has held numerous other nonprofit board roles, including with the National Association of Corporate Directors (Philadelphia chapter), the Philadelphia Industrial Development Corporation, the World Trade Center of Greater Philadelphia, the United Way of Southeastern PA and Southern NJ, and the Philadelphia Orchestra and Kimmel Center, for which she also chaired the Audit Committee.
Elizabeth earned a Bachelor of Arts in Political Science from the University of New York at Albany. For her commitment to the community, she has been recognized by the World Trade Center of Greater Philadelphia, PathWays Pennsylvania, and the March of Dimes. She received the Philadelphia Business Journal’s Women of Distinction Award. She has also been honored by The Pennsylvania Diversity Council as one of the area’s Most Powerful & Influential Women and by Main Line Today as one of Main Line’s Most Influential Women.
