Carolyn Clancy, MD, MACP

Assistant Under Secretary for Health, Discovery, Education & Affiliate Networks, Veterans Health Administration

Dr. Carolyn Clancy serves as the Assistant Under Secretary for Health (AUSH) for the Office of Discovery, Education & Affiliate Networks (DEAN), Veterans Health Administration, effective July 22, 2018.  The Office of the DEAN fosters collaboration and knowledge transfer with facility-based educators, researchers and clinicians within VA, and between VA and its affiliates.

Prior to this role, she served as the Acting Deputy Secretary of the Department of Veterans Affairs, the second-largest Cabinet in the department, with a $246 billion budget and over 424,000 employees serving in VA medical centers, clinics, benefits offices, and national cemeteries, overseeing the development and implementation of enterprise-wide policies, programs, activities and special interests. She previously served as the Executive in Charge of the Veterans Health Administration, in which she oversaw a health care system with an annual budget of approximately $68 billion and care delivery to more than 9 million enrolled Veterans. Prior to that position, she served as the Interim Under Secretary for Health from 2014 to 2015 and as the Deputy Under Secretary for Health for Organizational Excellence, where she supported VHA programs related to performance, quality, safety, risk management, systems engineering, oversight, ethics, and accreditation. Earlier in her career, Dr. Clancy served for ten years as Director of the Agency for Healthcare Research and Quality. Dr. Clancy is a general internist and health services researcher. She is a graduate of Boston College and the University of Massachusetts Medical School. She holds an academic appointment at the George Washington University School of Medicine and serves as Senior Associate Editor for the journal Health Services Research. She has contributed to eight academic textbooks and has authored, co-authored, or provided commentary in more than 225 peer-reviewed journal articles. She is a highly experienced and nationally recognized physician executive.
